Students should begin to select a topic for a paper that would be of interest to them. If employed in an organization that has global operations you could define the organizations strategy for managing human resources globally and evaluating what is done well and what might be done better. Or you could choose a topic that you could research and write about. Examples of other topics that have worked well would include: HR issues in a specific country or region outside of the US or women in expatriate roles. The topic should be focused so you can deal with it in the short time you will have. Papers should probably not exceed ten pages double spaced.
